The German Development Cooperation through GIZ is looking for a company or a consortium of companies able to design, organize, and deliver two comprehensive training sessions for Moldovan small and medium-sized enterprises (SMEs) focused on internationalization, export readiness, and integration into global value chains, within its “Strong Businesses and Communities for Moldova” project.

The objective of the current assignment is to organize and implement two training sessions for Moldovan SMEs focused on export readiness, competitiveness, and integration into international value chains, in line with the curricula developed. The training will help SMEs to assess their internal capacity for export and internationalization, understand international market dynamics and opportunities, comply with export-related certifications and standards, develop skills for participation in trade fairs, B2B matchmaking, digital promotion and strengthen managerial and strategic planning capacities for sustainable international growth.
To achieve the objective, the expert shall perform the following tasks:
- Develop a detailed training plan and schedule, including agenda, trainers assigned ad logistic plan.
- Implement two in-person full five-module training programs (21 academic hours per session).
- Prepare and deliver all training materials in digital format.
- Manage participants registration, evaluation tools, and feedback collection.
- Prepare and submit the final report summarizing training results, participant feedback, lessons learned, and recommendations.
The tender is open to private companies, public institutions, non-government organizations, professional associations, or consortia, resident in the Republic of Moldova, established and operating in accordance with the legislation of the Republic of Moldova. For a consortium, a cooperation agreement should be included in the technical offer.
Offers must be prepared in English.
Proposals must be submitted in two parts, consisting of:
- Part 1: Technical According TOR and Supporting docs (in a sealed envelope)
- Part 2: Financial offer (price schedule) detailed budget expressed in Moldovan Lei, VAT 0 in a separate envelope.
Bids evaluation will be performed based on the ratio 70% for the technical offer and 30% for the financial offer.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
