The German Development Cooperation through GIZ is seeking a company specialized in event management, communication, PR, branding, production, and public event implementation for the delivery of a series of four regional roadshows in Moldova. The services within the assignment will be provided in the period between April 2026 – December 2026.
The selected company will conduct all the activities in accordance with the provisions of the Terms of Reference (ToR).

The company’s team leader should meet the following criteria and qualifications:
Tasks of the team leader:
- Overall responsibility for reaching the milestones and deliverables (quality and deadlines)
- Project strategy and management
- Liaison with content producers
Qualifications:
- University degree in communications, public relations, marketing, event management, journalism, business administration, public administration, or another field relevant to the assignment;
- C2 level Romanian and C1 level English; Russian at B2 level is an asset;
- At least 8 years of general professional experience in communication, PR, event management, or public outreach;
- At least 5 years of specific professional experience in planning and managing public events, communication campaigns, roadshows, awareness campaigns, or similar outreach formats;
- At least 5 years of leadership/management experience as project team leader, account manager, event manager, or in a similar role;
- Proven experience in supplier coordination, production oversight, financial planning, and supervision of multidisciplinary teams.
The service provider shall demonstrate human and technical resources for successfully delivering the assignment (expert pool of 4-8 persons):
Tasks of the expert pool:
- Support the design, preparation, and implementation of the four regional roadshows;
- Prepare communication materials, promotional content, and event visibility assets;
- Design and adapt branded materials for print and on-site use;
- Coordinate production and printing processes and ensure quality control of event materials;
- Support stakeholder outreach, local mobilization, and volunteer recruitment / coordination;
- Support event setup, branding installation, on-site delivery, and dismantling;
- Provide photo documentation and selected post-event communication materials;
Qualifications:
- At least 2 experts with university qualification in communications, public relations, marketing, journalism, or a related field;
- At least 1 expert with university qualification in event management, business administration, management, public administration, or a related field;
- At least 1 expert with university qualification in graphic design, visual communication, media production, arts, or another relevant field;
- At least 4 experts with C1 proficiency in Romanian;
- At least 2 experts with B2 proficiency in English;
- At least 2 experts with B2 proficiency in Russian;
- At least 4 experts with a minimum of 5 years of professional experience in communication, PR, event management, branding, media production, or public outreach;
- At least 2 experts with a minimum of 3 years of professional experience in event operations, production coordination, stakeholder outreach, or related implementation fields;
- At least 2 experts with a minimum of 4 years of specific professional experience in communication campaigns, public events, outreach actions, or similar assignments;
- At least 2 experts with a minimum of 3 years of professional experience in event production, visual branding, printing coordination, volunteer coordination, photography, or audience engagement activities.
The successful application shall include:
1. Technical Proposal, containing (in a separate envelope):- Brief outline of team composition and up to 8 CVs of proposed experts according to described requirements, that will be involved in the project;
- Brief information on previous performance, describing recent contracts of similar scope and links to working examples;
- Concept note including a brief statement of proposed strategy and implementation plan for the fulfillment of the assignment as well as a strategy for establishing cooperation and then cooperating with relevant actors (up to 2 pages);
- Provide at least 3 references for similar work performed in the past three years including evaluation of impact;
- Copy of the company registration certificate in the Republic of Moldova;
- No-debt certificate issued by the Moldovan Tax Inspection or copy of the latest financial report.
2. Financial Proposal, containing (in a separate envelope):
- Financial offer shall be according to the price schedule provided in MDL, VAT 0%.
All personal data are for the internal use of GIZ; confidentiality is guaranteed.
Successful offerors will be asked for additional documentation, as it might be required for the contracting.
The bid’s evaluation will be performed based on the ratio 70% for the technical aspect (CV) and 30% for the financial offer. Shortlisted applicants might be asked for an interview and additional information.

Please note that applications received after the deadline, as well as incomplete applications will not be considered. Financial offers containing other currency than Moldovan Lei, will not be considered. GIZ retains the discretion to re-advertise or cancel this tender.
