The Republic of Moldova (hereinafter called the “Borrower”) has received financing from the European Investment Bank and the European Bank for Reconstruction and Development (collectively referred to as the “Banks”), as well as grant financing from the European Union through the EU Neighbourhood Investment Platform (NIP), toward the cost of the Moldova Energy Efficiency Project. The Moldova Energy Projects Implementation Unit (MEPIU), an implementing agency of the Borrower, intends to apply a portion of the proceeds of this financing to eligible payments under the contract for which this Request for Tenders is issued.
MEPIU now invites interested Tenderers to submit Tenders for the following Works: Energy efficiency improvement and rehabilitation of Neurology and Neurosurgery Institute.
This Request for Tenders (RFT) is issued without a prior short-listing procedure and is open to all interested Tenderers.
The successful Tenderer will be selected on the basis of the Most Advantageous Tender, in accordance with the principles and policies set out in the Guide to Procurement for Projects Financed by the EIB (2024 edition), available at the following website: https://www.eib.org/en/publications/20240132-guide-to-procurement-for-projects-financed-by-the-eib.
Interested Tenderers may obtain further information and the Tender Documents from MEPIU during office hours from 08:30 to 17:00 (local time) at the address given below.
The RFT in English may be obtained by interested Tenderers upon the submission of a written request to the address below. The conditions for obtaining the documents are as follows:
- Electronic format: No fee is required for obtaining the Tender documents in electronic format;
- Hard copy: If requested in printed format, the documents may be obtained upon payment of a non-refundable fee;
- Fees for hard copies: The fee is EUR 200.00 (net of bank charges) for collection from the MEPIU office, or EUR 500.00 (net of bank charges) for courier delivery;
- Payment shall be made by bank transfer to the MEPIU accounts (details provided below). Proof of payment (SWIFT confirmation) must be submitted prior to the release of the printed documents.

Tenders must be delivered to the address below on or before April 24, 2026 at 11:00 (local time). Electronic submission of Tenders will not be permitted. Late Tenders will be rejected. Tenders will be publicly opened immediately after the submission deadline in the presence of the Tenderers’ designated representatives at the address indicated below.
Attention is drawn to the procurement requirements obliging the Borrower to disclose information on the successful Tenderer’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the Request for Tenders.
